It does if you are initiating an FT call to other than an iOS or OSX device, where the recipient does not have FT available, or hasn't accepted you as an FT correspondent. In FT preferences you also have the option to check the "iPhone Cellular Calls" box. That allows you to use your iPhone cell connection to make and receive calls on your desktop/laptop/ or even iPad when all are within your WiFi range.
