Are you serious? This is some form of gripe for you?

Close and relaunch System Preferences. It will open in the X/Y
position you last had it open at, which just so happens to be your
secondary monitor right now.

Move it to your main monitor.

Close System Preferences

Open System Preferences

Viola, it is now on your main monitor. Go to Display -> Arrangement.
Voila, the "nav buttons" are now on your main monitor and the
secondary window is on your secondary monitor.

You're not seriously suggesting that an application should always open
its main window on the main monitor - disregarding where the user has
moved it to on the last launch?
