You haven't established that updating the OS had anything at all to
do with the problem. You're just stabbing in the dark.

You haven't told us which model Belkin dock you are using, but a quick
Amazon search shows these interesting reviews on the Belkin Thunderbolt
2 Express HD Dock there:

Great if you don't mind your monitor randomly losing video briefly...

By Nathan Laredoon July 29, 2016

The HDMI output is unstable. While it is capable of showing 4K video @
30Hz on my late 2013 macbook pro, it randomly drops signal and then
comes right back again. In fact, while I was typing this review, the
screen turned black three times to this point, but sometimes it can go
for quite a while with good video, and those times are the ones I would
wish would last with this device.

I can prove that this device is at fault by plugging the same hdmi cable
directly into my laptop, and I get beautiful 4k video that never fails,
but the whole point of a device like this is to make it so that I can
plug a single thunderbolt cable into my laptop and have a monitor and
keyboard and mouse all connected at the same time without a whole mess
of cables coming out of my laptop from every direction. In that regard I
see this device as a failure, though at least during these display
outages the wired ethernet connection appears to persist, so it's got
that going for it.

I guess on the bright side, it teaches me patience while I wait for the
picture to come back in the middle of typing.

While typing this review, I have had to wait for the picture to come
back eight times, so I think two stars may be a little generous, but I
really like having wired network for my laptop while at my desk.

Looks great, but beware - Video output isn't fully worked out yet!

By Steveon February 13, 2015

I don't know if it was because of the one device I received, but all
worked well, looks great (nice placement of ports), but when I connected
my 15" rMBP-2014, it pushed out the video to my 22" monitor for a little
bit, but it stopped working when I docked the next time. And now my
monitor isn't even working with the direct HDMI from the laptop!

I just bought the 15" rMBP in Feb 2015, so I suspect Belkin didn't test
it with the latest laptops. I contacted Belkin and they weren't too
helpful other than telling me there's a warranty. I didn't want to go
through the warranty process, since I was not convinced it was a
warranty issue. But they suggested I get it replaced from Amazon. So I
requested a replacement and will see if this issue gets resolved.
Otherwise I post 2 stars because the dock doesn't push video from the
latest retina MBP!!

BTW, I used both HDMI directly, and I also had a Thunderbolt-VGA adapter
-- both did not push. I'm not using any special resolution on the
montior too, but just standard 1600 widescreen format that worked all
the time with my mid-2009 mbp, and my 2014 rmbp without dock.

Maybe this works with previuos generation models but I'll have to get my
replacement to find out.

UPDATE 2/20/2015

I got my replacement quickly (Thanks Amazon.com), but the SAME issue
happened. I got a new 4K monitor hoping the issue would go away with a
different brand monitor.. WRONG.. I plugged in the monitor and my
computer stalled and blacked out.. .had to hard restart EVERY TIME.
Plugging in directly in my rMBP worked fine.

ALSO, the audio jack doesnt' support the volume control -- come on,
Belkin. So basically it doesn't replicate your existing ports but it's
inferior. Only the USB ports and ethernet ports work well. I only
plugged in a USB printer, keyboard though

HDMI port didnt work....what good is a docking station that doesnt work
with a monitor.

In all likelihood, that Belkin dock is the cause of your problems.
