It's probably because new Macs use the 64-bit kernel, and there is no 64-bit driver for that modem. Look in the "Software" section in System Profiler (Utilities folder). If it is using the 64-bit kernel, try booting with the "3" and "2" keys pressed to get it into 32-bit kernel, then try the modem.
