That's the way it's supposed to work, but I haven't seen a mail program
recently (including Mail.app) that does that by default using IMAP. They all
seem to default to downloading the headers, message body and attachments
unless a user is aware of it and turns that off.

In the current Mail.app it's under Preferences -> Viewing and if that "Load
remote content in Messages" is checked, you are getting everything, headers
and body.

It's still better to use IMAP instead of pop3 but I think except for phones
and tablets on limited data plans (non-wifi connections), with most people
on some kind of high speed broadband (instead of dialup), sending the
headers/body using IMAP by default makes more sense.
