How would a Celeron 450 perform running single-threaded software

I'm looking to run Windows 98 on a socket 775 motherboard and want to
obtain the fastest CPU possible.  Since Windows 98 will only use one
core (regardless how many cores a CPU has) I want to minimize CPU heat
by not having a CPU with more than 1 core - UNLESS the speed of
single-threaded performance on a dual core CPU is very good.

In addition to LGA-775 packages, it is apparently well known that you
can mod the 775 socket to accept LGA-771 CPU's to be able to use CPU's
such as the Xeon.  So if there is, say, a dual core Socket 771 Xeon that
has excellent single-threaded performance (and doesn't run at more than,
say, 65 watts) then I'd like to know which one.
