Try to determine if the CB is running and you are just not seeing it. Use 
another monitor on the Apple II's video output and after power up, press 
control-reset and then press the right arrow key to make sure you are on a 
JAT menu item and then press return.  Now type PR#n (where n is the slot 
your CB is in) and if the CB is working it should boot a .nib image.

If it does boot an image check the VGA ribbon cable connector to the CB 
card.  It can come loose pretty easily.

If you mean a Xilinx iMPACT error, make sure your JTAG connections are good 
and try reseating the Carte Blanche card in the Apple II slot.

With JAT you can't boot directly from the card unless you have mounted an 
image first.
