They can, allegedly:

but even if that doesn't work, the DJVU viewer is free and it's better
to have stuff available in a slightly annoying format than to not have
it available at all.

If we can't convert djvu to pdf, they could be useful, and also useful
for archival purposes, to insure against that day in the future when
djvu is no longer readable.
