I would hazard aguess that your boot sequence is failing at a point before
PreDesk:SetUpNet, and it is your RISC OS Boot sequence which needs sorting
out.

Martin Avison's Reporter springs to mind as a useful tool to find out
exactly where.

Another possibility might be to try various copies of SetUpNet in an
earlier (renamed) incarnation until it works, at which point the next item
in PreDesk is the culprit!
