Location of config file on Windows

Hello all,

Is there a way to change the default location of the
config file in OpenSSH for  windows?   I  tried  in-
stalling OpenSSH in a directory other than

  C:\Program Files\OpenSSH

but it still looks for its config in

  C:\Program Files\OpenSSH\etc\ssh_config
