I have compiled BIND 9.16.2 on Solaris 11.4 SPARC with "libuv", try and 
set these 2 environment variables before running "./configure":
LDFLAGS="-L/usr/local/lib -R/usr/local/lib"
PKG_CONFIG_PATH="/usr/lib/sparcv9/pkgconfig:/usr/local/lib/pkgconfig"
