Trying to build on centos 8, all the tests except one pass. I get a
failure in bin/tests/system/runtime/tests.sh

I:runtime:checking that named logs an ellipsis when the command line is
larger than 8k bytes (13)
I:runtime:verifying that named switches UID (14)
I:runtime:failed
I:runtime:stopping servers

Ignoring that, the resulting binary seems to run properly.
