It looks like it needs Linux, not Windows or WSL per se. WSL is just a way 
of running Linux on Windows.

That applies to WSL2, not WSL1, which merely offers a Linux-like 
environment on top of the Windows kernel. Not sure if that will be 
sufficient for this VMS/XDE thing.
