I did:

yum install os2tk45

(not just utils)

and it seemed to install, but at the end said:

Rpmdb checksum is invalid: dCDPT(pkg checksums): os2tk45-headers.noarch 
0:4.5.2-
10.oc00 - u


However, exehdr did in fact work, and the cp1.inf I was after
was installed, and I was able to view it by going to "drives"
and clicking on C, usr, share, os2, books from memory.
