I've seen at least 2 results at Hobbes that were already ported, a.o. GPutils 0.13.7 (the older ones in /pub/os2/dev/misc, and the "new" one in /pub/os2/apps/science/ee). Or giflib: 3 copies in /pub/os2/dev/mm, including 2 copies of v4.1.6. Not to mention that GPutils seemed to be aimed at nobody, given the maintained directory structure and e.g. the configuration files (as if every user is a porter and is going to port v0.13.7 for the third time). It really seems to be pretty useless, and it seems to be a mess. If anything, it's a waist of limited resources, i.e. the porter's talents&time. Perhaps driven by a sourceforge-search for "textmode" apps, without any underlying demand nor need. --
