You will need a gateway for each vlan.
You would need a PC with a nic for each vlan to route the data.
20 vlans would need 20 nics in 1 PC
Plus routing tables for that.
What problems are you having?
At work we have 200 +/- pcs on each vlan, plus printers w/o problems.
