I'd say here (comp.os.msdos.programmer) is as good as any, though I 
noticed the article was cross-posted to other equally relevant groups.  
There might be a more focused hardware group (alt.comp.hardware? 
comp.sys.ibm.pc.hardware.misc? ) but I guess most of the regulars here 
will have experience of programming the serial ports at low level.  I 
suppose it depends where most traffic is...
