I don't think I've used a !-style email address for about 20 years.

Text articles are pretty small, so you could conceivably put one
article per torrent file block. Each block in a torrent is offered to
the recipient, and the recipient gets to say whether or not it wants
it.

It's called NNTP, and it seems to work pretty well using a loose mesh
approach to connectivity. It's fairly efficient because the protocol
allows for articles to be offered rather than needlessly sent ("I've
got these articles, would you like them?", "Yes, please I'd like this
one ... and that one ... but not those because I already have them,
thank you.", "OK, here they come...", "Thanks!").
