In general it would have been but there was a limited roll out in areas 
that could support it. The real problem was people didn't want to see each 
other. years later when we were doing Zoom meetings during covid most of 
us didn't bother with a webcam. One guy did and it was sort of distracting 
since his guinea pig was cavorting in its cage in the background.
