I found the image manager preferences as follows:

Menu, Edit, Preferences, Icon: Content, Frame> Load images automatically,
Button: Exceptions

The cookie manager appears to be missing. I found an option to delete
cookies altogether using:

Menu, Edit, Preferences, Icon: Privacy, Link: remove individual cookies.

However, this does not provide site by site cookie management preferences.

On the older browser, I had a Cookie Sites tab that provided the facility
to block or allow cookies for each individual site, and I could
interactively add and remove sites from the cookie preferences list.
