Preventing apt from deleting cached .deb files on network

I am using Debian on my network, and /var/cache/apt/archives is shared 
across all machines on the network.

When I install a package using apt or dselect, the package is only 
downloaded once. Other computers can install the same package without
having to download again.

When apt has finished installing a package, it asks a question as
follows:

Do you wish to delete previously downloaded .deb files?

I normally answer no to this question. However, I accidently answered
yes, and my entire archive of packages has been deleted.

I am on metered internet, so it is going to cost me money to retrieve 
all those files again.

Is there a configuration option that I can apply to /etc/apt/apt.conf
that will prevent apt from asking that question and disable deletion of
.deb files from the cache? I never want these files deleted by apt.
