Calling a computer (a phone in this case) by its LAN IP address means
that the incoming call never touches the data channel of the cell
network, it's done over wifi. Whether VoIP is first or second class
citizen in the mobile networking world is rather irrelevant here.

That is exactly why I specifically mentioned "call by IP address".
It's far more reliable this way: no need for mobile network coverage,
no danger of exceeding data plan quotas.
