Good advice - not followed often enough.

Indeed.

As often happens, the programmers belong to one department in the 
organization and the systems administrators in another.  Interactions 
between the two groups sometimes require great diplomacy and sometimes 
devolve into a combination of arguing, cajoling and resignation to work 
around people where working with them hasn't succeeded - even when 
intentions are of the best.
