I find WindowMaker and SpaceFM on my "portable typewriter" (an Asus Eee 904 with 1GB RAM) perfectly comfortable, and those aren't even particularly bare-bones. Adding a browser to the criteria changes the equation, and it greatly depends on what kind of sites you're trying to browse, but there are still options. ELinks and Netsurf do me just fine for static sites (and even in this day and age, more places than you'd think will function without JS,) and while fancier stuff is more of a challenge, it'll still handle Chromium and webnovel sites (e.g. ScribbleHub) with only a bit of panting and wheezing. Good enough for my purposes!
