It has recently occurred to me that estimating local noon from the sun
is an inherently inaccurate process. They were trying to find the
maximum of the graph of (apparent height of sun) versus time. That
doesn't work very well at the point where the tangent to the graph is
horizontal.

They would have been better off to take measurements at sunrise and
sunset, and take the average. (With a correction to account for the
distance travelled between the two measurements.)
