Unfortunately for the citizens, Joe Biden has a talent for doing things in the wrong order so he cuts fossil fuel production without having the infrastructure in place to replace it with green energy. You can see another example of Joe's talent for performing tasks in the wrong order by looking at the Afghanistan withdrawal where he evacuated the military before the civilians and thus created a mess.
