Also, note how the situation is wrongly stated.
The OP says:-
  "these folks are selling computers that *cannot* run Windows"

The truth is that there are *very* many computers on which Windows cannot 
run, and this is one of them!

It's like "Linux cannot run Photoshop", when the truth is "Photoshop has not 
been ported to Linux".
