There is no market or regulatory pressure. As long as that does not exist they won't do it. Also remember that banks are an extension of the government, and therefore have a massive say in the rules that will govern them. So what they do is to develop rules and laws that are expensive for newcomers to follow but easy for them. Newcomers who design their solutions from scratch will have higher security. Therefore there is no law that demands this since it would be very costly for legacy banks.
