From his headers: X-Newsreader: Microsoft Windows Live Mail 16.4.3505.912 So he is using a defective NNTP client to post in Usenet. Rather than editing each quoted line to insert the proper number of ">" prefix characters at each indentation level, he is lazy and just keeps pressing the "=" key for awhile followed twice by the Enter key. He is compensating for WLM's poor style (of not quoting) with another barely better but still poor style (rather than trim and do the work of proper quoting until he decides to use a better NNTP client). He cannot use "the usual quoting style" because he is using a defective NNTP client that has no style (i.e., no longer supports quoting) and because he is unwilling to do the manual editing to properly quote. WLM users continue the same laziness they exhibited with OE.
