[Note: parts of this message were removed to make it a legal post.] That should tell you whether you have gem installed so that you can access it from cmd; if you do, great! Try typing: gem install rails at the cmd prompt and report back on what happens. If you don't, follow the suggestions from Phillip to get yourself up and running with a copy of ruby.
