Thank You for your time Stu.  I am using rvm instead of ports.  rvm 
seems to be a bit more flexible...

I wound up using the following command to install ruby with iconv:

rvm install --trace 1.9.2 -C --with-iconv-dir=/usr/local/rvm/usr
