if I understand it correctly
if condition:
c = i+j
print("Foo")
otherwise, explain what you expect will happen when you call the
function, and how you intend to call it
that said, the value of any non empty string evaluates to logical True,
compare:
if 'False':
print(True)
if '':
print(False) #you never get here
if not '':
print(False)
