Its example contains:

     from pdfminer.pdfinterp import PDFResourceManager, 
PDFPageInterpreter, PDFTextExtractionNotAllowed

Note how it's importing PDFTextExtractionNotAllowed from a different
place.

Perhaps the author of the code you're looking at didn't test it. It
happens! :-)
