Path confusion? You may accidentally be importing Python 3's topics. 
Try

>>> from pydoc_data import topics
>>> topics.__file__
'/usr/lib/python2.7/pydoc_data/topics.pyc'
>>> "exec" in topics.topics
True
>>> help("exec")
