It seems you forgot to escape the escape character in the file names ('\'):
"C:\Users\inshu.chauhan\Desktop\test.arff"
=> r"C:\Users\inshu.chauhan\Desktop\test.arff"
or
=> "C:\\Users\\inshu.chauhan\\Desktop\\test.arff"
