What OS are you running?

If windows XP, your problem is that your OS is too old.  Python 3.5 is
not supported.  Stick with 3.4 or upgrade your OS.

If something else, you need to install 
the available service packs.  For instance, if you are running
Windows 7, https://www.microsoft.com/en-us/download/details.aspx?id=5842
is where you get service pack 1.
