Will this do?:

 >>> w = [1, 2, 3, 1, 2, 4, 4, 5, 6, 1]
 >>> {x: w.count(x) for x in w}
{1: 3, 2: 2, 3: 1, 4: 2, 5: 1, 6: 1}
