This is a test of lib/distutils.sysconfig, a near but not exact copy of 
lib/sysconfig. I don't know why we have both, but this one will not 
affect you unless you use distutils to compile something.

This seems to be testing that "CFLAGS" in the same in both.  Both have 
(with lined breaks added)

-Wno-unused-result -DDYNAMIC_ANNOTATIONS_ENABLED=1 -O2
-g -pipe -Wall -Wp,-D_FORTIFY_SOURCE=2 -fexceptions 
-fstack-protector-strong --param=ssp-buffer-size=4 -grecord-gcc-switches 
   -m64 -mtune=generic -D_GNU_SOURCE -fPIC -fwrapv

-I/usr/include-O2
-g -pipe -Wall -Wp,-D_FORTIFY_SOURCE=2 -fexceptions 
-fstack-protector-strong --param=ssp-buffer-size=4 -grecord-gcc-switches 
   -m64 -mtune=generic -D_GNU_SOURCE -fPIC -fwrapv

The former also has

-I/usr/include-O2
-g -pipe -Wall -Wp,-D_FORTIFY_SOURCE=2 -fexceptions 
-fstack-protector-strong --param=ssp-buffer-size=4 -grecord-gcc-switches 
   -m64 -mtune=generic -D_GNU_SOURCE -fPIC -fwrapv
-O1

which is a repeat with the addition of -01

I am guessing that CentOS does not guarantee that Red Hat source 
compiled on CentOS will run tests without failure.
