With the advent of the Python Launcher for Windows things have changed. 
Here's my setup.

C:\Users\Mark\Documents\MyPython>assoc .py
.py=Python.File

C:\Users\Mark\Documents\MyPython>ftype Python.File
Python.File="C:\Windows\py.exe" "%L" %*
