Merge form file and text input into a single PDF file

I have been told that you can use Ghostscript to send text data and merge it with a Postscript form file, and create a single merged PDF file.
I have read the documentation for Ghostscript, and do not see how to do this.

For example, we are looking at a 8.5 x 11 Invoice form, that I can save in any format, and send Text Data formatted exactly the same size as the Invoice form,
and merge the 2 into 1 PDF document.  Sometimes this is referred to as Text and Overlay.
