I don't know what you downloaded, but it doesn't sound like PHP.

As for installing PHP on IIS as a CGI (don't know why you don't want to 
install it as a module): Get the PHP package (I generally use the .zip 
file instead of the installer) and go to:

  http://www.lmgtfy.com/?q=php+cgi+iis+install
