English is used in India but is definitely not the primary language.

I'll bet English is not his first language, but yes, you're right, he's 
lazy, unprofessional and probably not very smart. As I said: 
understandable, but not excusable.

I didn't say it was.  I said it was "an official language", information I got 
from that very link.  Someone posting from there to an English-speaking forum 
would certainly be aware that they need to post in English, wouldn't they? 
Don't Indian schools teach English from elementary level onward?  (My Indian 
friends claim that they do.)  I'm quite certain that no class taught the OP 
that "are" is spelled "r".
