Something similar happened in real life in Australia during the late '70s.

A natural anarchist, name of Ivor Stowe, heard that the federal tax 
system had a validation rule to exclude surnames of less than two 
letters, so promptly changed his legal name to Ivor H. I knew Ivor - he 
was a most interesting character. 

I can't remember what the effect was though: presumably the tax system 
was changed to require at least one letter in a surname.
