Can you explain your usage of the word "defective" here?

That's a Java thing, not a browser thing.

I am not sure "it" did.  Recent versions of the Java plugin check if there 
is a newer version every time you run an applet and, given that you have 
7u17 installed and that is not the latest version, it is suggesting you 
upgrade before running the applet.

The concept of "auto update" relates to a process running in the background 
which periodically checks for newer versions.  Turning that off will not 
stop the Java plugin checking for a newer version when you run an applet.
