Have a closer look with the Resource Manager. (You invoke it with
Ctrl-Alt-Del).  Your download manager might be doing something like
sucking up all available low priority CPU.

It may have put hooks into the US so that its code gets run every time
Swing does anything.  Swing works differently than most apps.

Nope. When it happens, java takes over the CPU with 50% (only the first 
processor) when I scroll or resize the window or the contents of window.
"Free Download Manager" takes always 0%-0.1% of the CPU.

I will try any other program with semi-transparent window and I will 
inform you for results.
