Well, if you were using, say, the IBM VM or something like that, then
they are free to fire events to listeners in any order they wish.

No.  I mean, yes, you can figure out how any given Java platform
implementor (Sun, IBM, whoever...) does it by looking in their source
code, but the specification says no, you can't count on listeners
being fired in any particular order.
