Actually, it can be done.  What I forgot to mention is that the window
I am referring to is a JInternalPane.  Because of that, all I need to
do to access the title bar is access the North Pane.  I found the
information in this post:

However, for anybody else who is looking, Knute is right in that there
doesn't seem to be any way to see actions on the title bar on a JFrame.
