This was before testing was actually performed.  From

GreenArrays has received 1100 packaged chips; 150,000 Forth
computers. More on the way. They work fine. Efforts are now to get the
boards and software to test them. We have exhaustive tests planned that
will take up to a second/chip.

Is the test time per chip really important?  I suppose chips are not
swapped manually, so one second or ten seconds per chip look about in
the same ballpark for me.
