I don't have a specific quote to point at, but this idea is kind of
thematic in Dan Bernstein's stuff about high-speed cryptography,
the eStream process ( http://www.ecrypt.eu.org/stream/call/ ), and
so on.  Again it's not a security thing, it's about performance.

Neither of these should matter if you're using the stream cipher in a
sane way, i.e. with authentication.

Digital signatures are for potentially very large objects or many
messages on high-traffic networks, so you want the hash function to be
fast.  Password hashing is to conceal a low-entropy secret, which is
vulnerable to dictionary search, so you want the hash function to be
slow and burn a lot of resources and specifically to decrease the
advantage of special-purpose hardware.  The latter is the idea behind
scrypt, which intentionally requires quite a lot of RAM, so you can't do
an ultra-cheap parallel circuit like for something like SHA.
