Shift-2 was a quote mark, shift-6 was an ampersand, shift-7 was an
apostrophe, shift 8 and 9 were parentheses, shift-semicolon was +,
shift-colon was asterisk, shift-minus was equals, shift-P was @ [on
terminals with lowercase support, codes in the range 0x40-0x7F would
be modified by having the shift key toggle bit 5 rather than bit 4,
so there was a key for ` and @, and one for ~ and ^, in addition to
the still-present combinations for [ and {, ] and }, | and \.  Note
that typewriters used to put " as shift-2 and ' as shift-7 or shift-8
until IBM moved those characters to their own key.

I'm an old man so I remember when a video terminal was an ASCII device
and it connected to the computer via RS-232 or even a modem. The
computers understood ASCII terminal characters back then and it was
built into the hardware. 

In 1973 at university I even used an ASR-33 Teletype terminal hooked
to an Interdata computer running an 8-user operating system on
segmented memory. We ran FORTRAN code on it. I can't remember the
computer model but it was the size of a refrigerator.

Microcomputer design requires lower cost solutions so rather than
buying a microcomputer and a separate expensive terminal for it they
incorporated cheaper matrix keyboards and scanned the contacts with
logic chips that were built into the main board of the unit.
Integration of the display logic into the main board allowed direct
manipulation of the graphics in mainboard RAM.

Thank you very much for this explanation. Then, indeed, it's TextEdit
issue. My version of os is 10.7.5, and TextEdit 1.7.1 (both outdated).
Hence, I don't even have a Keyboard tab in Preferences of the TextEdit
app. 
Also, interesting - can the same leadership cause enormous problems with 
my Safari? I can't use, it doesn't work correctly, it doesn't display
pages correctly, etc. )

You can solve the apostrophe problem two ways:

1. TextEdit | Preferences | New Document tab, turn off the Smart
quotes checkbox near the bottom of the dialog. This will stop TextEdit
from changing the apostrophe but only for new documents produced after
you change this setting.

2. System Preferences | Keyboard | Text . Turn off the "Use smart
quotes and dashes. This turns it off globally for all applications
that might use smart quotes and dashes.

Or use something other than TextEdit to edit your C source files and
text input files.

Thank you. Interesting. Yes, I did use TextEdit.
Of course, I didn't face any issues with ' sign
when writing any of the programs in Xcode, and 
all of those required to use ' (for example, in 
arrays, or to initialize a variable with some
character).
I have just tried the same in TextEdit. And, oh
boy, I got a bizarre picture: 
ctrl ' produced normal ', as you said; then I 
typed ' without ctrl, but on the same line with
the ctrl ', and the first ' looked as the reverse
superscript comma; next two, while typing, also looked like
reverse superscript commas, but after I clicked enter, 
they turned into normal-view superscript commas )
Unfortunately, I can't attach any pictures here,
so I hope my description is clear.

Yes, Xcode behaves according to C's rules for the character set
needed.

This is consistent with "Smart quotes" being active. This changes the
behavior of the apostrophe key and it pairs them to change the symbols
as you type.
